Unless it academics ( maybe) , it appears to be a possible "spite" job against the transfer by the coaches/AD. Far too long just for a "paperwork" issue.

Makes me wonder if their admissions department uncovered something they did wrong during his three years there, and now they are trying to make it right before the NCAA finds out.

popsicle  -- that's what I'm saying . If they don't releasae him the transfer can't go thru. If they  don't sign the paperwork , he can transfer but can't play
