There is no old standard on attendance. The new rule is...You have to average 15,000 actual or paid attendance which has to be met once in a rolling two year period.

I like your idea of scheduling Akron or Kent. It's not going to happen though because YSU is not going to schedule two FBS schools in one year. they will not make the playoffs doing that.
