I looked up USC Upstate since we are going to play there. They are a D-1 program, but playing at G. B. Hodge Center with 878-seats. I thought there is a minimum seating requirement for D-1 program (YSU added seats when they moved up to D-1).

I do not believe there is a seating requirement for basketball. Football is a different story

This is from an article about a potential required addition to the Spokane Arena for TOURNAMENT PLAY!!! I don't see any basketball seating requirements for regular season
Last year, the PFD said the Arena needed to be expanded to meet a new NCAA requirement of 12,000 “sellable” seats. The Arena already had 12,000 seats but many hundreds of seats are used by media, bands, cheer teams, official and others such that the Arena had less than 12,000 “sellable” seats.
But in June 2012, the NCAA lowered the minimum seat requirements to 10,000.
