New Member Registration

My friend has been trying to become a member on this site for a long time, everytime he tries to register, he is never sent the Activate Your Account email.  He has tried with 3 different emails but nothing works.  He is very frustrated.  Why is this happening?

When he goes to reset his accounts he never receives the confirm account emails
